Scaling what, exactly? Possibly the number of times “First Nations” appears before the words “are in charge”.
Officials praised “respectful conversations” as a main outcome, which is excellent value per dollar compared with power-sharing, governance transfer or legal control… but don’t be cynical. There’ll be youth workshops and culturally responsive knowledge, beautifully laminated.
And when the ribbon’s cut, a partnership will be near the scissors. Which is almost the same as holding them, if you squint.
